# Why user need VN own permission for VM create

I am try to create a VM by using one.template.instantiate API. but that arise  
“Error! [TemplateInstantiate] Error allocating a new virtual machine template. User 47 does not own a network with name: VN\_113\_119 . Set NETWORK\_UNAME or NETWORK\_UID of owner in NIC.” Error message

But the in opennebula sunstone the same user can create VM by using the same template. how to fix this issue
