Unpleasant behavior in VM's Actions

If you make an misprint and plan an action in the past it will be executed immediately. I think it would better no to execute actions from the past.
Especially when the “terminate” action is the first in the action list.

Versions of the related components and OS (frontend, hypervisors, VMs): Opennebula 5.8.1

Steps to reproduce:

  1. Plan shutdown VM once 01.09.2019 05:30
  2. VM state will be changed to shutdown immediately
