When Creating ACL, What is the hierarchy for CREATE, ADMIN, MANAGE, USE Rights

Hi,

Any document explains USE, MANAGE, ADMIN, CREATE permissions hierarchy in ACL,
In Resource mentioned Rights are allow to perform which type of functionality,
Example :
user001, Resource VM, have ADMIN Rights then what type of functionalities to perform the user001
