Can I STOP and then RESTART the AWS instance where OpenNebula is running?

Just wondering, can I STOP and then RESTART an AWS instance.>
It seams AWS drops the public IPV4 created when OneProvision so OpenNebula gets broken.
I would like to do this so as to reduce my POC costs.
