Customize OS Template need install Context package?

Hello,

I have working on produce Customize Linux OS template by ISO installation method.

Is it require to install Context Packages like Step 3 at
URL: https://docs.opennebula.org/5.4/operation/vm_setup/add_content.html

before convert the VM into Template?

and how about for Windows OS, does it require too?
