I’m looking for change the default keyboard layout (from en to fr) for VM VNC but keep the default language interface in sunstone. I’have found how to do it on a specific template, but need to set as default value.

I’m afraid VNC/KEYMAP cannot be set to a default, the values that can have
a default are listed vmm_exec_kvm.conf.
You may want to open a feature request in dev.opennebula.org.
