please tell us more of your goals. Do you want to achieve High-Availability in case of a virtualization host error (f.e. Crash)?
There are many ways to achieve this - the OpenNebula way is the “Host Error Hook”, which is included.
But there are some basic prerequisites like shared storage, proper fencing, …
