Have there been any changes done to the quota system in 5.4. In the previous versions the quotas were defined per zone which was a bit of a bother. I was hoping that the quotas were more of a global quota, that once it is set it applies to all zones.

I think is better to keep it like it is now. It is more flexible to be able to set different quotas for different zones, e.g. this user can deploy a given number of VMs in EU but more in US-EAST.
You can always use the default quotas if you need a default for all zones.
My fault, default quotas is also per zone.
