VM poweroff instead of migration

pacemaker HA cluster

during emulation VM keeps on working
crm node standby host1
crm node online host1

also migration through gui migrate is fine

but when VM host goes down, console says about try to shutdown guest

/etc/one/oned.conf

ceph shared storage

what’s wrong with all these? why not migration?

just please tell does this feature work and in which situations (host reboot, power loosing etc) ?
